Arrests Data Introduction
Arrests data is collected using the Portland Police Bureau’s RegJIN records management system. Data is sourced from arrest reports including the person and charges listed on the report. Charges have been standardized for ease of analysis. The offenses associated with the charges is based on the offense that is reported in RegJIN when the listed statute is selected. Arrest data includes ‘citations in lieu of arrest’ and arrest do not always result in a jail booking. Arrests reports written solely for the placement of a hold (detox transport, police officer hold, etc.) or protective custody are not included. Data displayed on the dashboard and available for download excludes all juvenile arrests (under 18 years of age at time of arrest).
Arrest data is subject to change when records are sealed, expunged, or additional information becomes available.
Dashboard Walkthrough
1. Report Overview
TheArrests Data Dashboard is aninteractive data visualizationof arrests by the Portland Police Bureau. This tool is built to provide custom analyses of arrest data to interested members of the community, especially as it relates to Portland neighborhoods. Offenses related to arrests are reported using the National Incident-Based Reporting System (NIBRS) maintained by the FBI. NIBRS provides a comprehensive view of the occurrence of crime by reporting all unique offenses within an incident rather than just the most serious offense. Prior to April 2015, the PPB reported statistics using the Uniform Crime Reporting (UCR) Program’s Summary Reporting System (SRS).The different reporting systems and processes prevent any crime statistics prior to April 2015 from being compared to current NIBRS data.More information on NIBRS.
2. Technical Specifications
The report has been customized to work on personal computers, smart phones and tablets. For the best experience, it is recommended you use a desktop or laptop computer.
No additional software is required to use this report. The report runs completely within the internet browser using JavaScript. Most modern browsers automatically activate JavaScript; however, it can be turned off based on the security settings of the computer. 3. Visualization Walkthrough
TheArrests Data Dashboardis aninteractive data visualization. This interactivity allows users to filter the information based on the questions they are hoping to answer with this dataset. An overview of the pre-built filters is included below. Note that most visuals also contain additional information or explanations, available as pop-ups when hovered over.
Tab 1: Overview
Note that this tab also contains a button (denoted by the blue, accessibility icon) that can be clicked to be taken to a dashboard that has been optimized to be friendlier to users with visual and mobility impairments.
a. Filters
The Date Filter is the primary selection tool for thedate range. The dropdown filter defaults to the 13 most recent months that data is available. To change the months in view, hit the down arrow to the right of "(Multiple values)" and select the check boxes next to the corresponding months and years you would like to view and then click ‘Apply’. There is no limit to the number of months, however the arrests by month and year chart can get crowded beyond 13 months.
b. Total Arrests
Denotes the total number of arrests for the time period selected. Note that the same individual can be arrested multiple times, so all of their arrests will be represented here.
c. Unique Persons Arrested
This is the total number of unique individuals arrested for the time period selected. An individual arrested multiple times will only be represented in this figure once.
d. Average Times Arrested
This denotes the average number of times that individuals who have been arrested, were arrested for the selected time period.
The following visuals are interactive, meaning that by clicking within the visual (including headers, bars, and neighborhoods), all figures on the page will filter by that selection. For example, by clicking the ‘MALE’ header in the ‘Arrests by Perceived Sex’ bar chart, the rest of the dashboard will filter to show only statistics for male-perceived arrestees. Clicking and dragging can also be utilized to make multiple selections.
e. Arrests by Race
A bar chart depicting the volume of arrestees by their listed race. If an individual is arrested multiple times each instance is counted in this visual.
f. Arrests by Sex
A bar chart depicting the volume of arrestees by their listed sex. If an individual is arrested multiple times each instance is counted in this visual.
g. Arrests by Age Group
A bar chart depicting the volume of arrestees by their age at the time of arrest. If an individual is arrested multiple times each instance is counted in this visual.
h. Average Arrest Age figure
The average age of all arrestees for the selected time period, rounded to the nearest whole number. Note that individuals arrested multiple times will be counted for each arrest in this statistic.
i. Arrests by Neighborhood
The number of arrests within a given neighborhood for the selected time period. Clicking on a neighborhood will filter the page by the selected neighborhood. A dropdown filter is also available that works in the same manner as the data filter.
j. Arrests by Month and Year
The number of arrests by month and year, with the monthly average depicted by the orange line, rounded to the nearest whole number.
Tab 2: Charges
Located at the top-left of the visual are two tabs – click either to be taken to the respective page. Visuals can be filtered by date or neighborhood.
k-m. Arrests Race, Sex and Age Group
Demographic information has been provided again in order for the user to be able to filter by the displays. Cells are color-coded by volume (i.e. higher volume categories are darker and lower volume categories are light-colored).
n. Arrestees by Times Arrested
A bar chart depiction of the number the times arrestees are arrested for the selected time frame. For example, in the second bar grouping, ‘2-3’, the number listed above the bar represents the number of individuals who have been arrested either two or three times for the timeframe selected. The percentage displayed in parentheses represents the overall percentage of individuals who fall within this category.
o. Arrests by Charge Severity Group
A table of the volume of arrests by charge severity. Note that multiple charges (and charge severities) may be associated with an arrest, so volumes will exceed total individual arrests. Charge Severity has been grouped for this visual (for example, ‘Felony’ consists of all A, B, C, and Measure 11 Felony categories). The data download includes the specific categories, including the Charge Class, which is explained further in the metadata portion of this walkthrough guide.
p. Arrests by Charges and Offense Categories
A table of the volume of arrests by statute & charge and the associated offenses. Note that arrests may have multiple charges including multiple charges of the same type, so totals will be greater than the sum of all arrests. Charges can be for completed or attempted offenses.
Tab 3: Data Download
The Portland Police Bureau is a proud member of the Police Data Initiative. Open Data provides an opportunity to improve the relationship between the community and the PPB by increasing transparency, building community trust, and strengthening accountability.

Location data is only provided at the block level to preserve victim anonymity. Cases deemed sensitive due to the nature of the crime, victim, victim/offender relationship, or investigation status may contain data that cannot be shared openly at this time. Case numbers and specific location information for sensitive cases are not included in the open data.
Toolbar
The toolbar, located at the bottom of the visualization, contains several buttons that assist in the analysis of the data.
a. Undo.This button allows the user to go back to a prior option or setting when adjusting filters. It only becomes active when the above filters are applied to the report.
b. Redo.This button allows the user tore-active a filter or selection. It only becomes active when the "Undo" button is utilized.
c. Reset.The "Reset" button reverts all filters and selections back to their original setting when you first visited the page. This is a great way to restart the analysis after clicking several filters.
d. Share.Clicking the "Share" button launches a new window that automatically creates links to share the dashboard with others on the Web and social media.
e. Download.The "Download" button allows users to save a static version of the visualization. This option is great for printing out copies of the dashboard to share at meetings or to include in a presentation.
"Image" generates a .png file of the report with all of the selections and filters.
The "Data", "Crosstab", and "Tableau Workbook" options are unavailable for use with theArrests Data Dashboard, however, is available for the Accessible version.
"PDF" allows users to export the report, with all of the currently selected filters, as a PDF. the options dialogue allows custom scaling and paper size options. For best results, use the default options.
The "PowerPoint" options automatically generates and exports a .pptx file ready for use in Microsoft PowerPoint. The includes a screenshot of the dashboard that can be copied and pasted into any new or existing presentation.
Metadata for Arrest Open Data
Cases deemed sensitive due to the nature of the crime, victim, victim/offender relationship, or investigation status may contain data that cannot be shared openly at this time. Case numbers and specific location information for sensitive cases are not included in the open data. Juvenile arrests are also excluded from this data set.

| Neighborhood | Neighborhood in which the arrest occurred. If the neighborhood is missing, the incident occurred outside of the boundaries of the Portland neighborhoods or at a location that could not be assigned to a specific address. Note that neighborhood boundaries and designations vary slightly from those found on the Office of Community and Civic Life website. |
| Open Data Latitude & Open Data Longitude | Generalized Latitude / Longitude of the arrest location. For offenses that occurred at a specific address, the point is mapped to the block's midpoint. Offenses that occurred at an intersection are mapped to the intersection centroid. Note that additional calculated fields will be displayed in downloadable tableau workbooks from the accessibility optimized versions of this dashboard but are derived from the above-listed fields available in the raw data download.
