Our Mission

To provide the highest quality of Military Personnel, Education and Transitional Assistance Program services to Soldiers, Mission Partners, Families, DoD Civilians, Contractors and Retirees of the Fort Belvoir community.

Vision Statement

Provide the best customer-focused and technologically advanced Human Resources directorate in the Department of Defense. We will lead by developing and instilling a culture of continuous improvement principles and concepts while employing state of the art technologies that are designed to enhance our customer services to Soldiers, Families, Retirees, DoD civilians, and Contractors.

In/Out Processing

Soldiers and Government employees either assigned or projected to arrive to Fort Belvoir, should consult with their Unit S-1 or Organization Human Resources (Military) Specialist for direct points of contact for In/Out Processing.

Directorate of Human Resources Divisions:

Military Personnel Division

Execute the delivery of military personnel services to Active Duty Soldiers, Reserve, National Guard, Retirees, Family members, Civilian employees, and the Fort Belvoir Community with the highest standards of excellence and customer service.

Army Substance Abuse Program (ASAP) Services

To sustain readiness and promote a healthy lifestyle in the Fort Belvoir community by providing education, quality assistance in order to reduce the impact of alcohol and other drug abuse that affects Soldiers, their families, Civilians Employees and Retirees.

Administrative Services Division

To provide a superior place to work and train, and where all customers receive exceptional Records Management services IAW Installation Management Campaign Plan LOE#1 (Soldiers, Family, and Civilian Readiness).

Army Continuing Education System (ACES)

The Barden Education Center provides adult education opportunities to Military Soldiers, Adult Family Members, Retirees and Department of Defense Civilians. Services include Educational Counseling, Testing, Functional Academeic Skills Training (FAST), Multi-Use Learning Facility (MLF,) Facility Space Management and On-post undergraduate and graduate college programs.

Combined Federal Campaign (CFC)

The Combined Federal Campaign (CFC), overseen by the Office of Personnel Management, is one of the world's largest and most successful annual workplace charity campaigns, with 36 CFC zones throughout the country and overseas raising millions of dollars each year with more than $8.6 billion raised since 1961. Each fall, federal civilian, military, and postal employees and retirees pledge funds and volunteer hours to help those in need locally, across the nation, and throughout the world.The Combined Federal Campaign of the National Capital Area/Northern Virginia is the local campaign for federal employees and retirees in the Fort Belvoir Community. Fort Belvoir Welcome Center hosts DMV Connect services for DOD ID card holders that work or reside on Fort Belvoiron on a quarterly basisby appointment only.Check back to see when the next visit will be!

DMV Connect offers limited services from 9:30 a.m. to 3:30 p.m. (closed for lunch from 12:30 p.m. to 1:30 p.m.)
Services available are limited to:

  • Driver's/CommercialLicense, Identification Card, Real ID
  • Compliance/Reinstatement of Driving Privileges
  • Titles: original, substitute, replacement, maintenance
  • Registration: original, renewal, transfer, reissue, surrender
  • Issue license plates
  • Disabled Parking Placard
  • Address Change
  • Misc: E-ZPass, Hunting/Fishing License, Driver Transcript request,
  • Payment-plan: monthly installment payment

How to Make an Appointment:

  • DMV Connect Services are available to DOD ID card holders who work or reside on Fort Belvoir only.
  • DMV Connect Services are available byappointment only.
  • Only one (1) transaction type allowed per appointment. (If multiple services are required, select "Multiple Services" under transaction type).
  • Unscheduled visitorswill not be permitted entry.
  • Visitors who are more than five (5) minutes late may have their appointment canceled.
  • Face covering/masks are strongly recommended for unvaccinated patrons or in workspaces/service areas where 6 feet of separation cannot maintained.
  • Please enter the Fort Belvoir Welcome Center from the rear entranceclosest to Specker Field House Gym.
  • If you are unable to schedule an appointment at this time, please check back at a later date, as services will be provided on a quarterly basis.
